The Role of OLDC Governance

Offaly Integrated Local Development Company Limited By Guarantee is a partnership of agencies and organisations representing the community, statutory, and private sectors. The company was established in 2008 following the amalgamation of Offaly LEADER, Tullamore Wider Options, West Offaly Partnership, and the Co. Offaly part of OAK Partnership.

The company is funded by a number of government departments and agencies to deliver a variety of programmes and supports to individuals, communities, and businesses in Co. Offaly. OLDC receives core funding from the Department of Environment, Community and Local Government, the Department of Social Protection, and Pobal.

The main object of the company, as set out in its constitution, is to promote, support, assist, and engage in:

  • Social development
  • Enterprise development to facilitate rural and urban regeneration
  • Community development designed to benefit and promote the welfare of local communities or to deal with the causes and consequences of social and economic disadvantage or poverty

The company operates as an administrative umbrella for a group of county-wide community projects, schemes, and initiatives, with any surpluses set aside for the future development of the company.

Governance Structure and Oversight

The Board of Directors establishes policies, priorities, and provides strategic direction to the Company. Company activities are overseen by the Board according to a comprehensive set of standards, procedures, and policies that cover governance, programme requirements, HR, financial, and health and safety management. This oversight is necessary to comply with public funding requirements on programme and project delivery, procurement, financial management, monitoring, evaluation, processing of data, and funding apportionment.

The company has been granted charitable tax status (Charity No CHY 18746) and is registered with the Charities Regulatory Authority (RCN 20072551).

The Board is supported by several subcommittees, which include:

  • OLDC Staffing Sub Committee
